What determines whether or not the 'Project_Copy' stored procedure is used when copying and pasting a project?

Under what circumstances does the project get opened while copying and pasting a project and how can this be controlled?

Why are my projects sometimes opened when copying and pasting and at other times, they remain closed?

Version 5.0 and later uses a database 'stored procedure' to copy and paste, and this procedure is used under certain circumstances. When the stored procedure is called, the projects remain closed during the copy / paste process.
