Error: "primavera.bootstrap.home not defined" When Starting Primavera P6 Managed Server (Doc ID 903139.1)

When starting up a Primavera P6 managed server, the following exception is returned in the Application Server logs and P6 does not launch:

primavera.bootstrap.home not defined. Please make sure this property is set to the location of the directory containing BREBootStrap.xml.
