CPU Load Is Reaching Its Maximum And Threads Are Running Slow (Doc ID 946611.1)

Goal

When Billing is running, the CPU load is reaching it's maximum. This is causing Billing to run
significantly slow. I have Xms set to 512m, Xmx to 1024m and MaxPermSize to 512m. The memory on
the server is 32GB and nothing else is running. I am starting as many as 15 workerpools with 2
threads each.
