User Unable to Access Data in Oracle TMS and DAG Cannot be Assigned.

Users cannot access Oracle Thesaurus Management System (TMS) modules (such as Omission Management) because they have not been assigned to a Data Access Group (DAG) nor can they be assigned to a DAG. When the user attempts to access a TMS module they are presented with the following error:
You have no data access. Please contact your administrator. Exiting form.
When the administrator attempts assign the user to a DAG they find that the Assign DAGs button is not active and, from the Assign User tab in the Maintain DAGs module, the user account is not accessible.
