Symptoms
This is a fatal error that you could find in any ASAP server dialog file <server>${ENV_ID}.diag. In this case it was the CTRL server.
Here the CTRL server does not start up. Since this was the CTRL server, the rest of the ASAP servers do not start and therefore, ASAP does not start up.
