CCG 5.5.1 INSTALLER GIVING 'FAILED TO ESTABLISH CONNECTION' and 'Unable to load the required jdbc driver for specified database' in 11G database (Doc ID 972751.1)

Symptoms

On : 5.5.1 version, Install

When attempting to install, in 11g database
the following error occurs.

ERROR
-----------------------
failed to establish connection on the home data base parameter screen


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Download CCG 551, Patch 9038194
2. Run install.sh
3. Get to home parameters screen
4. Run the installer with these parameters to create a log file :  ./install.sh -c -d5 -f ccg-551-install.apf
5. Input all parameters correctly and you will see the following in the install log :

Evaluating the valfunc for the page
NameResolver: Resolving "${validate.db}"
Functions: Calling builtin:DBConnect
NameResolver: Resolving "oracle"
NameResolver: Returning "oracle"
Loading Oracle Driver
Classpath = ./install.jar:
Unable to load the required jdbc driver for specified database. DB Type:
NameResolver: Returning ""
Form validation failed. Valfunc returned false.
Failed to establish a connection. Check all entries on this page.
