The opcode PCM_OP_TCF_PROV_CREATE_SVC_ORDER is a recommended one, but a customer has not been able to invoke it directly successfully. It is always ignored, and it seems this is designed behavior.
The users are having trouble setting service statuses due to deal dependencies, and so they are working around that by setting service status via write_flds, but they need to have a service order created to affect changes in the provisioning system.
Can the users create service orders directly via the opcode PCM_OP_TCF_PROV_CREATE_SVC_ORDER?
