CCG 5.5.1 Installation Error on 11G DataBase "<ORACLE_HOME> Environment Variable Points to an Environment that does not Contain the Required Connection Software" (Doc ID 986052.1)

Symptoms

On : Oracle Configuration Controls Governor (CCG) 5.5.X version, Install, Migration, Upgrade

During new install of CCG 5.x.x, installer fails with following error:

ERROR:
-----------
When attempting to run installer for ccg 551 on an 11G database
the following error occurs.
$ ./install.sh -c -d5 -fccg-551-install.apf
Starting Oracle Installation Engine 1.2.1
<ORACLE_HOME> environment variable points to an environment that does not contain
the required connection software. (classes12.jar or classes12.zip)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. ./install.sh -c -d5 -fccg-551-install.apf


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use the CCG product.
