The following things may be evident or represent what the user is trying to accomplish:

The user can see a requisition from a candidate file, but the requisition itself cannot be found.
As a system administrator I cannot find a requisition.
A user can find a requisition while another one with similar permissions, groups and coverage areas cannot.
