Symptoms
When attempting to add a count sequence manually, the following error occurs.
ERROR

An open count sequence for this combination of item and location already exists. (INV-2415076)
STEPS
----------
The issue can be reproduced at will with the following steps:
- Navigator > Counts
- Select Organization
- Select 'Record Count Sequences' task
- Query for required cycle
- Click create.
- Try to add a count for a specific item and subinventory
- Get error: An open count sequence for this combination of item and location already exists. (INV-2415076)
