How to Match Person Record in Fusion Application With User Record Created in OIM or in Security Console (Doc ID 1554576.1)

Goal

When you create a user in Fusion Applications, sometimes you might enter wrong user information (i.e. username) or the provisioning fails, or You may have followed KM Doc: 1494265.1 to clean up user data etc. In the end, you see one user exist in fusion application, but not in OIM/Security Console.  Or you see the user exist in both OIM/Security Console and Fusion Application, but they are out of sync, you can not synchronize them by using Send Pending LDAP Requests or Retrieve Latest LDAP Changes process
