Cannot Add Link in Welcome Center Content (Doc ID 1557383.1)

Symptoms

Issue Summary: Cannot embed a hyperlink in the welcome center content page.

Steps to Illustrate:
1. Configuration > General Configuration - Welcome Center Content.
2. Click on the Welcome Center page.
3. Next to Properties click Edit.
4. In the content section/RTF editor embed a link.
5. Click Save.
6. Receive error: "For security reason, the content you are trying to use includes elements that are not allowed. Please remove any clickable image or external links."
