Symptoms

On : 11.1.5.0.0 version, Manage Compensation

ACTUAL BEHAVIOR
---------------
A manager has the ability to switch managers to an employee who is not a manager in Workforce Compensation. Only managers will have access to the system, so this causes a notification to be sent to an employee who does not access. We want the list to be limited to only managers.

EXPECTED BEHAVIOR
-----------------------
Expect the list to be limited to only managers.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manager goes to Workforce Compensation
2. Clicks on plan name.
3. Selects employee and click on Actions dropdown
4. select Reassign Workers to Another Manager
5. When searching in the New Manager field, all employees are included in list.
This list should be limited to only managers.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Employees without access to the system could have notification sent to them. Only managers should be shown in list.
