Fusion Receivables Invoice Templates Are Gone

Information in this document applies to any platform.
Goal
After update to Release 11.1.7 the Receivables Invoice Templates that were edited and/or created for all regions are gone from the system.
It reverted back to the 5 original templates that were created or the Standard Delivered Invoice Templates
Please provide the proper way to edit/create templates so this doesn't occur again.
