Workflow Assignee, Preassigned 'match step <StepName>' or 'Step Revisiting' goes to all Assignees defined for the Creation step instead of the user that created the record (Doc ID 1630230.1)

Symptoms

In a workflow type Business Process (BP), there is the ability to define either 'match step<creation>' or 'Step Revisiting' on the steps within the workflow. The expectation is that when 'match step<creation>' -or- 'Include only previous action takers' is triggered that only the assignee users who were selected when the workflow moved into that step originally are eligible to be re-selected.

However, there are instances where at run-time a workflow record gets assigned to all the Assignees defined for the Creation step -or- the user has the ability to pick from all the users defined at the creation step -- instead of the specific user that created the record.
