Goal
ACTUAL BEHAVIOR
---------------
The worker is receiving two email notifications for every action (either approve or reject) done by the Manager for all the goal transactions.
EXPECTED BEHAVIOR
-----------------------
Expect that only one notification should be sent to the employee when line manager approves/ rejects the transaction.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as employee and edit a goal
2. Approval notification is sent to the Manager and he rejects the transaction
3. Employee receives 2 email notifications in his email inbox
4. Same behavior is observed for other goal transactions such as adding a goal, cancelling the goal etc
