In a Federation Single Sign-On enabled Fusion Applications environment, some users fail to switch to their proxy user, as defined using the Fusion application Proxy User feature.
Refer: How to Enable a Person to be Able to Select as a Proxy (Doc ID 1375999.1) for more information on the proxy functionality.
Steps to reproduce the issue:
1. Set up user N as a proxy for user A
2. Login Fusion Application as user N,
3. Click Switch To --> user A
A login page will be popped up
4. After entering user name and password, click Ok
Nothing happens, and it is not switched to user A
