FIELD MADE READ ONLY AT SITE LAYER VIA PAGE COMPOSER STILL EDITABLE ON THE UI (Doc ID 1906101.1)

Symptoms

The following issue happens in the Customer, Opportunity pages

READ ONLY property set for the fields at SITE LAYER via Page Composer does not reflect on the UI.
However if the READ ONLY property is set for these same fields at External/Internal = Internal layer, the changes are reflected on to the UI and this field appears read only in the UI


STEPS TO REPRODUCE
--------------------
1. Navigator > Sales > Customers > open any customer record >
2. go to global user name drop down >
3. customize Customer Pages > choose option = SITE layer >
4. go to Select button > click on NewRobinCode_c field >
5. choose Edit Component >
6. in the Component Properties popup, there is Read Only flag,
  Mark this flag >
  click on Apply and OK buttons >
7. the field becomes read only on the Page Composer
8. close this customizations page and come back to the UI
9. the field appears with a text box which is EDITABLE
10. go to global user name drop down >
11. customize Customer Pages > choose option = SITE layer option >
12. go to Select button > click on NewRobinCode_c field >
13. choose Edit Component >
14. in the Component Properties popup, UNMARK the Read Only flag , click on Apply and OK buttons > close the customizations page
15. Now again go to global user name drop down >
16. customize Customer Pages > choose option = External/Internal - Internal option >
17. go to Select button > click on NewRobinCode_c field >
18. choose Edit Component >
19. in the Component Properties popup, there is Read Only flag,
20. Mark this flag - enable this flag
21. click on Apply and OK buttons >
22. the field becomes read only
23. close the customizations page
24. back to the UI , the field appears READ ONLY (non EDITABLE)
