How To Setup Intercompany Balancing Rules For Secondary Balancing Segment (Doc ID 1916501.1)

Goal

There is one Primary Ledger with one Chart Of Accounts. The first segment (LE) is configured as Primary Balancing segment. And second segment  is indicated as Secondary Balancing segment. Intercompany Balancing Rules for Legal Entities are working fine.
When posting a journal where the Primary Balancing is out of balance the LE balancing rules are applied.
However when posting a journal where the Primary Balancing Segment is not out of balance, but the Secondary Balancing Segment is out of balance, the error 'Unable to generate intercompany balancing' comes into place.

Where and how to setup the intercompany balancing rules regarding the Secondary Balancing segment?
