Territory Geography Load via File Import

Symptoms
File import for Object = 'Territory geographies' ends in Completed status however do not find any records created from UI,
and also there are no log files generated for the imports
STEPS TO REPRODUCE
1. login to applications
2. Navigator > Tools > Setup and Maintenance > All Tasks >
3. search for Manage File Import Activities > go to Task >
4. submit new import job for object = Territory geographies
