TCC: Exported Characters Not Displayed Correctly in Excel (Doc ID 1931938.1)

Symptoms

The results file from a TCC export looks correct when opened in a text editor, but if opened in Excel there are garbage characters for some of the special characters such as pound/Dollar character, diacritics, etc...

The characters are displayed correctly if the CSV file is opened in a text editor.
