Fusion Payroll: Costing Does not Cost Not Taken Amount of Taxes

Goal
Several employees did not have enough income to withhold all of their Federal, State and/or Local taxes.
The run results put the amounts not taken into the Not Taken Balance for that tax but on the costing side it is costing the full results.
For example :
FIT withheld is $7:30
Total FIT is $20
FIT not take is : $12.70.
Costing costed $20, the expectation that it should have costed $7.30.
