If as given in the implementation guide that worker level budgets are always stored in corporate currency and cannot be converted, then when the user switches currency on the worksheet this column should always remain same (corporate currency) but instead it shows/changes to some value which is not right.

 The summary is the sum of the 'Budget Amount - Worker' (Current Cash Incentive Baseline) column, when you add the individual budget amounts of the employees on the worksheet, it never matches the amount in summary.
