When a manager approves or rejects a goal, worker receives 2 emails with same subject line.
This email is redundant 

User would like to receive one email notification only.

Approved:Your Request to Add the Goal XYZ Was Approved by Your Manager
FYI:Your Request to Add the Goal XYZ Goal Was Approved by Your Manager

Rejected:Your Request to Add the Goal XYZ Was Rejected by Your Manager
FYI:Your Request to Add the Goal XYZ Was Rejected by Your Manager

Approved:Your Request to Cancel the Goal XYZ Was Approved by Your Manager
FYI:Your Request to Cancel the Goal XYZ Was Approved by Your Manager
