Not able to pick configuration owner from the list of values when trying to use Tax Rule Template functionality

EXPECTED BEHAVIOR

As the legal entities are defined, expected to be able to select those from the list of values

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Navigator
2. Query be Task: Tax Rules
3. Click on Rapid Setup Spreadsheets
4. Choose the option Upload Tax Rules from a Spreadsheet
5. Click on the list of values for configuration owner and observed that not all the legal entities appears there
