My Account Is Locked when Logging into Oracle Cloud

On : Oracle Cloud version, Accessing Service Instances and Managing Users

When logging into the service, login fails and the following error occurs:

Your account has been locked. You can unlock your account by going to Forgot Password" is not working.

The issue can be reproduced at will with the following steps:
1. Log into Oracle Cloud account
2. Error occurs
3. Evoke the the forget password option, and answer the security questions.
4. Receive password has been reset message
5. Same error still occurs

The issue has the following business impact:
Due to this issue, user cannot access account, causing a loss of productivity and wasted time.
