Fusion Global Payroll: Primary Classification Drop-down List is not Available for Some LDGs

Symptoms
While creating element for Indonesia Legislative Data Group (LDG), Primary classification List of Values (LOV) is blank. It is a mandatory field.
The issue can be reproduced at will with the following steps:
1. After creation of LDG for Indonesia.
2. Navigator > Payroll Calculation.
3. In task pan Under Earning & Deductions click Manage Element.
4. Click on Action > Create.
5. Select LDG: Indonesia.
6. Primary classification is blank.
