Attempt to record expenses against a project the expenditure organization field is not available for selection.

As per <note:1921550.1> when attempting record expenses against a project number this will fail if the employee's primary assignment organization is not classified as a project expenditure organization

Design Requirement is to  classify departments as project expenditure organizations and want to override the expenditure org accordingly. This field is available for selection on supplier invoices, time cards, as miscellaneous transactions.
