Fusion Absence Management: New Hires Not Getting Enrolled Into Accrual Plan Automatically (Doc ID 2006736.1)

Symptoms

On : 11.1.9.2.0 version, Absence Transactions

ACTUAL BEHAVIOR
---------------
Employees are not getting enrolled into plan automatically.
Eligibility criteria is set only for annual leave plans for multiple countries. We are having similar issues for other annual leave plans.

EXPECTED BEHAVIOR
-----------------------
The employee has to enroll to the plan automatically

WHAT IS WORKING
-------------
The employee can be enrolled to the plan manually

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set Annual leave plan having eligibility criteria
2. Hire an employee
3. The employee is not getting enrolled into plan automatically.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users have to enroll the employee to the plan manually
