Fusion Global Payroll-US:Tax Card Not Updating with Location Change (Doc ID 2014269.1)

Symptoms

When there is an employee location change (work location, work from home), the tax card is not updating with the Regional data.

The issue can be reproduced at will with the following steps:
1) Navigate to Manage Person
2) Manage Employment
3) Update Address and Change 'Working at home' flag to 'Y'
4) Navigate to Manage Calculation Cards

Observe no change in the tax card from the state location change (on attachment)
