PBCS: Cannot Create Accounts in ASO Plan Type with 'Balance' as Time_ Balance Property (Doc ID 2015884.1)

Symptoms

When attempting to modify the time balance property of a member Refresh of the Application fails.

Due to this issue, users cannot add balance to the account member as time balance property.

Changes

 1. On Aso Plan type, edit a member in account
2. Change the time balance property from flow to balance.
