Symptoms
When attempting to create a new account rule using "Manage Account Rules" task,
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Setup and Maintenance -> All tasks
2. Search for Manage Account Rules tasks and go to task
3. Key in Rule name, source and condition.
4. Click validate
5. End up in error.
