Order Movement ID's are not being generated as expected according to default BN Rule.

The Order Movement IDs are being generated as only a three-digit number

EXPECTED BEHAVIOR

Order Movement IDs should be generated as follows:

- Order release ID - three-digit number


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create an order
2. Use the action Order Management > Manage Buy Order Movement > With Best Itinerary.
3. Observe an OM with just 3 digits is created.
