Attempting to Import BP Records Using CSV, Get Error: 'Imported CSV is not in standard format' (Doc ID 2031565.1)

When trying to import BP Records via CSV, it fails with the following error:

Imported CSV is not in standard format

The issue can be reproduced at will with the following steps:
1. Navigate to the BP
2. Click Import
3. Import the CSV file
4. A notification appears saying that the import failed
5. Download the file that shows the errors and open it
6. Notice the Imported CSV is not in standard format error
