"oracle.jbo.Key[null ] ..." Error Received When Attempting to Specify Ledger Options

Symptoms
On : 11.1.10.0.0 version, Functional Setup Manager
When attempting to access the task, "Specify Ledger Options", the following error is received:
ERROR

View row with key oracle.jbo.Key[null ] is not found in LedgerIterator.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Tools > Setup and Maintenance > and query the task Specify Ledger Options
2. Click the Go to Task Icon
3. Error occurs

The issue has the following business impact:
Due to this issue, users cannot setup and correct ledger options.
