Symptoms

Submit Plan Document Distribution Request and the request error.

ERROR
ORA-01403: no data found

STEPS
1.  Create a plan document request
     Navigator > Participant Assignments > Manage Plan Document Distribution Request
2.  Review the log file and it shows the no data found error.
