TCC Import Fails with Various Data Format Type Errors (Doc ID 2053745.1)

A Taleo Connect Client (TCC) import fails at certain time with an error message about the data file format, e.g., missing double quotes, missing separator, etc... Later the same import runs with the same data file and completes successfully.
