TCC: Import Fails Intermittently With Various Data Format Type Errors

Information in this document applies to any platform.
A Taleo Connect Client (TCC) import fails intermittently with an error message about the data file format such as missing double quotes, missing separator, etc... However later the same import runs with the same data file and completes successfully.
