Goal
Why do Data Element fields marked as required pass validation and allow data to be written to the database when no value has been entered?
E.g, A drop-down field is marked as required with a red asterisk *, and -Select- is being returned to the field. The user doesn't pick a value, but the record is allowed to be created, sent along in the workflow, or finishes editing.
