Symptoms

On Oracle Fusion Applications, release 9.2,
  Wage basis rule are not reducing excluding deductions from taxation.

Steps to reproduce
---------------------------
  1. Created a wage basis rule for a new pre tax deduction secondary classification for Insurance and  Transportation elements.
  2. The deductions are not reducing the taxable wage balance and taxes are being calculated and withheld at a higher taxable wage rate.
