Symptoms
When attempting to activate a message template the following message is presented at the top of the page:
The action cannot be completed.
All paragraphs included in documents (active or inactive) must have at least the same active languages as the documents in which they are used.
Changes
Paragraphs may have been edited, or added to the template.
Additional languages may have been activated in the zone.
Attachments were added to the template before activating the template.
