Symptoms
On : 11.1.10.0.0 version, Manage Invoices-Receive and Process Invoices
ACTUAL BEHAVIOR
---------------
Tax calculates on Transactions
Tax calculates on AP and AR Invoices in spite of "Non Taxable " value added in User Defined Fiscal Classification Code.
Tax applicability rules are setup in order to non-calculation of tax when value is updated on invoice line however this is not the case. Tax get calculates on the Invoices.
EXPECTED BEHAVIOR

Tax should not calculate if user defined fiscal classification is set to NON TAXABLE
STEPS

The issue can be reproduced at will with the following steps:
1. Setup tax and tax rules
2. Create Invoice
3. Tax is getting calculated
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create transactions.
