How to Check in Approval Rules If the Expense Report Owner Does Not Have a Manager (Doc ID 2066784.1)

Our requirement is to set an expense approval rule which will send a notification to a specific approval group, when the expense report owner does not have any manager assigned.
We defined below AMX condition, which is not working:

  HierarchyBuilder.getManager("supervisory",Task.payload.Expense Report Owner,-1,"","") is null.

What condition should we define for achieving our requirement?
