Goal
1. Navigate to About Me > Career Development
2. Add a New goal.
3. Save the goal and notice that the goal is not sent for approval to manager and added to the employee's list of development goals.
4. Employee Performs Cancel goal, delete, complete and edit goal, the system is not sending the goals for approval to manager.
