Fusion HCM Error: The Global Name Character Set Context Does Not Match The Enterprise Global Person Name Language

When trying to load a Person Contact data through Spreadsheet Loader, some of the person contact loaded successfully but some one is error out.
It is found that if any Person have Arabic data(Person Name) his Contact is error out with the below error.
Error : The global name character set context does not match the enterprise global person name language.
The same error message might appear in Manage Users or Manage Person pages while editing an user.
