BKUP_API And OREC Fails To List The Backup And Backup TAG

Goal
Initially the creation of the DBCS (Database Cloud Service) was with No Backup option. Currently, DBCS are configuring local block storage backups. FRA has been scaled-up and 'archivelog' mode is enabled. The BKUP_API is used to initiate the backup. RMAN can list the resulting backups. However, "bkup_api recover_list" and "dbaascli orec --args -list" is not able to list the backups.
