Memo Line Should Not Be Mandatory for AR Intercompany Transactions

Goal
In the current releases of Fusion, for AR intercompany functionality:
1) The default memo line "Global Intercompany" has to be enabled at
Receivable side otherwise the validation will fail during transfer to
Receivables and intercompany transaction will not be transferred.
2) If customer leave the memo line blank on Receivables Transaction Type
Mapping UI, then the default memo line "Global Intercompany" will be used to
transfer intercompany transaction to Receivables (after the bug 21930773 will
be fixed).
The customer requirement is that when the memo line is blank on Receivables
Transaction Type Mapping UI, then a default memo line should not be used at
all and the transaction should be transferred to Receivables with only the
line description.
