Trying to Create CustomerAccount with multiple Account Sites over webservice (CustomerAccount WebService : https:///foundationParties/CustomerAccountService?WSDL )

Goal

On : 11.1.10.0.0 version, Accounts, Contacts, Households

When using a webservice request the response contains the error:
JBO-HZ:::HZ_ONE_CUST_SITE_USE_CODE: HZ-120048 An account site with this usage already exists. Enter a unique usage.

Customer wants to have more than one SiteUseCode record for code "DUN"
