Multiple Notifications Are Sent to the same recipient From Multichannel Programs (Doc ID 2092894.1)

When Program is triggered via custom event and there is a dataswitch in the program that contains an app channel filter,  multiple emails will be sent to the same recipient if they have multiple devices in the APP Channel List

The issue can be reproduced with the following steps:

1. An API request is triggered
2. Custom event triggers a Program (Program Profile List  with which an App Channel List is associated) 
3. Enactment enters in to Program and progresses through a dataswitch that contains an App Channel List filter

4. Multiple emails are sent to the same recipient
