Cannot create a Reporting Establishment
Needs to create at least one Reporting Establishment for Dutch employees.
Going into FSM, the “Manage Reporting Establishments” task doesn’t allow creating a Reporting Establishment.
An error message generates: You must enter dates without gap and the dates must not overlap
