Create Accounting Is Not Picking All Eligible Txns For The Period (Doc ID 2118045.1)

Goal

When trying to run Create accounting program, notice that few transactions are not picked for accounting, they are still stuck at Draft mode even after running the concurrent request.

STEPS:

1) Review Cost accounting distributions UI, search for transactions with Accounting Date and Accounting Status in Draft accounted.
2) Run create accounting program in final mode (For ex date=31-Jan-16)
2) After program completes ...go review cost accounting distributions and query on the basis of Accounting status = Draft accounted
4) Still see transactions in Draft status for the period as the program was run in FINAL mode
